This makes sense with Pucci's character because of his backstory and being a preist and all, but Dio wanting to achieve heaven is totally out of left field and very contradictory of his character. They also never explain why doing all that nonsense worked to create Made In heaven or how Dio even come to such a conclusion in the first place.
Dio's actions would probaby be different in some ways, for example he obviouslyn ever meets Pucci if he does exist in the new universe, and it's totally possible that he never creates the Heaven plan, unless a replacement for Pucci's role in the plan came about in the new timeline.
